This Congressional Plan is a proposed fair map. There are two minority-majority districts. Native American tribal boundaries are respected. There is a simple northern AZ district, one anchored by the rapidly growing Pinal Co, two covering southern AZ, and five for Maricopa County.

Doesn't make much sense that someone in Page votes in the same congressional district as someone in Wilcox.

2 out of 3 people in Arizona live in the greater Phoenix metro area and therefore should have 6 US Congressional seats that represent them. In this plan these are districts 1-6. In this plan, I tried to divide district 9 and district 2 more alone county and by the Mogollon rim. The grand canyon has been added to district 2. I also tried to make district 2 not sprawl to every side of the state. I think overall this cleaned up the borders of each district.

I started with the CD 5.1 Draft Map. I would have used 5.2 or 5.3 but both were broken for discontiguous areas and population issues. I modified CD 5.1 for higher competitiveness and compactness scores. The map reads very balanced in PlanScore.

This map fixes Southern AZ. Tanque Verde SHOULD NOT be associated with Marana and Oro Valley. This map includes Oracle, San Manuel and Mammoth in D17. But it expands D18 to include Tanque Verde Region and keeps Summerhaven in D18 (since the only way to access it is through D18). It also adjusts D19 to better represent SE Arizona and ranch land. D19 SHOULD NOT go north of Cochise County line.

This plan combines Oro Valley, Casas Adobes and the Catalina Foothills that is compact and competitive and eliminates the natural barrier of the Sabino Canyon on the east side. The last two test maps split Oro Valley and this plan avoids that also. You could take the plan all the way to the county line without any population impact as few, if anyone, lives in that precinct.
