This plan swaps running north south to DMAFB with the Tanque Verde Valley. LD17 is primarily the Catalina Foothills and Casas Adobes. From a COI perspective Tanque Verde Valley is a much better fit for LD18 culturally and economically. LD17 remains a solidly right leaning district, virtually unchanged.
