Plan Description
Tucson is only entitled to one CD to represent it's urban communities of interest based on a population of around 600K. It belongs largely in the same CD as the rest of district 7, including native american and minority communities of interest that share similar concerns and should not be separated.
Plan Objective
This plan satisfies the legal requirements and gives fair representation to the various communities of interest. It give the city of Tucson a single CD, which is all it is entitled to given a population less than 800K. It keeps minority communities together and puts urban communities with urban and rural and suburban communities together.
