Chair

 

Commission Chair Erika Schupak Neuberg is a registered independent from Chandler and was selected unanimously by her fellow commissioners to serve as Chair of the Arizona Redistricting Commission. She is a clinical psychologist and life coach with a special focus on positive psychology. She earned an undergraduate degree in Political Science from Colorado College, and a Ph.D. in Psychology from Arizona State University. She is a graduate of the Wexner Heritage Fellowship program where she studied Jewish thought, history, and leadership, and works philanthropically to build pro-social infrastructure and bring people together for common good. She serves on the National Board of the American Israel Public Affairs Committee where she advocates for strengthening the U.S. – Israel relationship through bipartisan efforts.

Erika is married to Steven Neuberg, a Foundation Professor and Chair of Psychology at Arizona State University, and is the proud mother of three adult children - Rachel, Zachary, and Elliot. In her free time, she enjoys reading, watching sports, and hiking all over the beautiful state of Arizona. 
 

Vice-Chair

 

Commission Vice Chair Derrick Watchman is an experienced executive, with over 35 years of commercial and tribal business experience in gaming and banking.  Watchman is President of Sagebrush Hill Group LLC, a tribal affairs, financial advisory services and economic development advisory company based in Window Rock, AZ.  

Commissioner Watchman, a Tribal member of the Navajo Nation served as the Chief Executive Officer for the Navajo Nation Gaming Enterprise, leading the gaming enterprise in its expansion of 3 casinos employing over 1,700 employees. Prior to this Mr. Watchman worked with numerous financial institutions as Vice President and Senior Relationship Manager Native American Banking Groups providing tribal financial and banking services for gaming tribes throughout the U.S. 

Mr. Watchman also served as Chief Operating Officer and General Manager of the Navajo Nation’s Dinè Power Authority where he advised on Navajo Nation energy projects.  He also held the Navajo Tax Commission Director post.  Mr. Watchman also worked with Prudential Capital Corporation as a private placement banker.  

Among several directorships, he is a member of the National Center for American Indian Enterprise Development Board of Directors, a director for the Native American Bancorporation and a member of the Dineh Chamber of Commerce.  

Mr. Watchman holds a MBA from the University of California and a Bachelor's degree from the University of Arizona.

Commissioner David Mehl is the President of Cottonwood Properties, a Tucson-based real estate development company. Since 1975, Cottonwood has been a very significant developer of real estate projects in Southern Arizona. Cottonwood’s major activity has been the planning and development of large-scale residential communities. Mehl and his late brother George started Cottonwood Properties.

In addition to community development activities, Cottonwood Properties has developed and owned numerous apartment, retail, office, industrial and housing developments.

Commissioner Mehl and his wife grew up in Cincinnati, Ohio and came to Tucson to attend the University of Arizona.  After going to graduate school in Illinois, they returned to Tucson to make their life here.  

Commissioner Mehl graduated from the University of Arizona in 1972 and received a Masters degree from the University of Illinois in 1976. He is past chairman of the Board of Directors of the Pima County Real Estate Research Council, a founding member of the Southern Arizona Leadership Council and a full member of the Urban Land Institute.

Commissioner Mehl has been actively involved in the Pusch Ridge Christian Academy, where he served as Board Chair for many years.   He is also an elder at the Catalina Foothills Church.  

Married to his wife for 47 years, they have two sons and 6 grandchildren.

Commissioner Shereen Lerner received her Ph.D. in Anthropology from Arizona State University in 1984. Dr. Lerner is currently a professor at Mesa Community College where she has served in several capacities including as Honors Program Director, Dean, and Department Chair. She was inducted in its Hall of Fame in 2016 for Excellence in Teaching. 

Dr. Lerner also served as the Arizona State Historic Preservation Officer (Arizona State Parks) for several years and was involved in statewide and national issues pertaining to archaeology, cultural heritage, and historic preservation. 

She has held several professional leadership roles in the Society for American Archaeology, National Conference of Historic Preservation Officers, Arizona Preservation Foundation and Arizona Archaeological Council. 

A committed community leader and volunteer, Dr. Lerner has served on numerous advisory boards and non-profits including Tempe Leadership, Tempe Community Action Agency, Tempe Census 2020 Committee, and Tempe Desert Conservation Commission.

Commissioner Douglas W. York is the President of Ewing Irrigation & Landscape Supply. York holds more than 30 years of experience in the distribution sector of the green industry. As President of Ewing Irrigation Products—a fourth generation, family-owned distribution company—York oversees operations for more than 220 branch locations in 26 states. York has served Ewing in a variety of capacities, including branch management, regional management, sales, new facilities construction, accounting, human resources, marketing and acquisition management. 

York holds a Bachelor of Science degree in Industrial Engineering from the University of Southern California and formerly served as an Industrial Engineer for Paper Mate. He served as the 2020 National Association of Wholesaler-Distributors (NAW) Chairman of the Board. He has previously served as the President of the Irrigation Association and the International Association of Plastics Distributors, as well as an executive board member for the Arizona Landscape Contractors Association. 

Through his active involvement with key industry associations, York continues to lead and grow the landscape industry, focusing on heightening awareness and action for water conservation. York is committed to providing industry-leading education programs, and guiding Ewing in its mission to serve as a comprehensive water management solutions provider and active supporter of local and national water management and conservation initiatives.
