Plan Description
1) In this map the Phoenix metro area encompasses 5 congressional districts. The area was chosen using roughly the largest cities in Maricopa County and a total population of roughly 5*794611 or 3,973,055 people.
Plan Objective
Maricopa county is large enough to have 5 congressional districts completely contained but the default grid map algorithm didn't do this. Using new census data I totaled city populations in the Phoenix Metro area and created a minimal sized area that would encompass enough residents to fill 5 districts. Please zoom to the Phoenix area to see these 5 districts which are very compact. The overall party bias of this area was R+0 implying the area should be quite competitive.
