Comments = "I am submitting this revised plan for Legislative Districts 1 and 2 as a means of reuniting communities of interest and to rectify several points of significant detriment that appeared in the Commissions Legislative map. 
The Sonoita Elgin area is a sparsely populated area with a high proportion of livestock and agricultural enterprises to include a burgeoning wine making sector. In that regard this area is not at all like the western and northern reaches of the Commissions proposed Legislative district 2. It is far more in line with the livestock and agricultural businesses within Legislative District 1 and thus should be joined thereto.
In addition  the Sonoita Elgin area has a significant population of retired military persons and persons who work on Fort Huachuca. These persons use the facilities at Fort Huachuca and the Veterans Affairs clinic in Sierra Vista. They also overwhelmingly shop in Sierra Vista and not Nogales. 
Lastly  I offer these changes to theCommissions Legislative District map as an opportunity for the Commission to free itself from well grounded accusations that it has not followed"
