Comments = "I stongly believe this proposed Congressional map is very fair. Many of the  unfair  criticisms leveled at the IRC seem to indicate that everybody wanted 2 criterion met above all others  compact  where practicable  and  communities of interest  respected  wherever practicable . Given that AZ must also comply with the Voting Rights Act of 1965  and Prop. 106 mandates competitiveness  too  I believe I ve created a Very Good proposal for AZ s new CDs. I crafted 4 reasonably safe Republican CDs  3 reasonably safe Democratic CDs  and 2 competitive CDs - 1 of which is 33.5% Dem  33.5% Rep and 33% OTH. Additionally  1 EACH of the  safe party  CDs is close enough to flip. Practically speaking  I ve created FOUR competitive CDs. I minimized the splitting of the counties  and I kept the Native American nations in 2 CDs  just as this IRC has proposed. Hispanics may continue to hold 2 AZ CDs as they currently do  but I also made Hispanics 1 3 of the electorate in 2 other CDs. This map isn t perfect - no map will be - but after working on it for 12 hours and being fair & logical I truly believe it would serve AZ well."
