The legislative map (TRMLDComposite) is a composite of my previous “13 
competitive district” map with most of the VRA districts from the draft 
LD map.  I made a few swaps between Hispanic districts to improve 
compactness, and I removed the LD 2 ribbon from southern Cochise Country 
to make that county whole (I switched Green Valley and a small area of 
SE Tucson in to compensate).
 
The congressional map (TRMCongress) represents an attempt to follow all of 
the constitutional criteria, while maximizing the number of competitive 
districts, and minimizing split counties.  It also preserves all of the 
reservation lands intact.  Compactness scores are good.
